1. CPC identifies strategic industry and sets national objective. 2. Local governments come up with policy support at provincial level 3. Private companies emerge to eat the subsidies / support 4. This triggers intense domestic competition 5. Winners become national champions and go global / Losers go global anyway to try and find a market to win.
Rinse and repeat on every industry you care about.

My leaders should steal some pages off China's playbook.
Only about 45 % of Nigerians are connected to the grid, with average daily supply lasting mere hours or sometimes none at all.
Compare that to Ghana’s ~88 % access rate and its more stable electricity system. I won't even bother with the Aso Rock’s solar setup[2].
