I’m surprised that the CDL testing wouldn’t show deficiencies if the applicant didn’t have enough grasp of English.

I can understand some leeway for those visiting temporarily to not have fluency, but even in todays political climate, having a minimum level of English comprehension should be required for those piloting large commercial vehicles.
