Is there a difference between the US government cancelling its own project to build a wall vs. stopping another company from completing their own wind power project?

A government stopping its own projects versus rescinding a private companies permits after it is 70% built for no reason are not similar at all.
The XL pipeline extension that had been repeatedly shot down in the planning stages a dozen times over the span of a decade? The pipeline that has repeatedly spilled oil and poisoned the landscape? There is a pretty big distance between "I don't like it personally" and "The pipeline constantly leaks poison despite repeated assurances that it wouldn't, largely funded by government money and costing more than the entire original pipeline, large numbers of people opposed it from the start, the courts shut down construction multiple times for law violations, and legislation failed to approve it multiple times over."

That's not even remotely comparable. First, that was a federal government project. Second it was a government project that was entirely created by the previous President by declaring an emergency and using his authority to spend money to deal with emergencies.
