I feel like a lot of his pronouncements can be explained simply & directly by looking at who the last person he spoke to was, as he tends to just repeat whatever they told him, even if it completely contradicts what he was saying 10 minutes prior.

He has outright said that he went home and Melania told him something so he decided to do a thing.

I suspect the same goes for whatever he runs across on Twitter. Some of his firings have been strangely specific and it seems like it's just whatever meme like thing that got traction with the right twitter troll at the right time ...

I'm sure he's getting paid off by plenty of folks, but I think it's statistically more likely that someone on his staff is being paid off by China, and managed to corner him for five minutes to load this soundbite into his head.

Yep. It's wordsalad without much in the way of consistency, memory, or thoughtfulness (no pun intended). Also, he looks really, really unhealthy and so I'm frightened what a POTUS Vance would look like except requiring religion in public schools and mass expulsion of everyone not WASP. Oh, wait.
