The article cited [0] discusses ventilated filters, not all filters. It is a dodge for regulator's smoking machines.
Since I think people are going to smoke a better solution would be mandated biodegradable filters.
Unfiltered cigarettes must be worse for smokers than filtered cigarettes. Unless the filter material itself is dangerous :)
