A "double-tap" strike refers to bombing/hitting a target, then after a crowd of rescue workers and other civilians/onlookers has assembled, hitting again. A notorious technique used by e.g. Al-Qaeda suicide bombers, it seeks to maximise casualties and/or ensure the primary target dies due to lack of aid. +972 is an Israeli based publication. So is Haaretz. They can provide far more detail on what's happening to the heavily biased (by deliberate omission) of US and UK media sources.
