Is Google not aware that family members who live in different locations are, in fact, still family? Or are they maybe just really bad at naming things? Or both?

They have no fiduciary duty to react to such awareness, so it doesn’t matter if they are or not. Either they and don’t care, or they don’t realize and don’t care. The share of household wages available to spend on non-essentials is shrinking each year, so being apathetic towards such things is necessary to meet their revenue growth mandate.
