One way to read "best practices" is: as the people do that practice it best.
Take some 10x software engineers e.g. Linus, Antires -- the way they (each of them) work, that defines a set of "best practices" (tools used, methods applied etc.).
The advantage of this reading is there doesn't have to be a single set, and neither does any set of best practices have to be best in an absolute sense, a best practice is something that is also used by some of the best in the art.
