That is the critical combination. It means it's practical to do thousands of 'em, putting a few near a large percentage of your voters. Most of whom are probably not real fans of environmentalism. But who are very likely to favor having nice things near their homes. (Especially if they're seen as improving property values.)
Vs. a lot of would-be-awesome environmental projects...which never happen, because voters and politicians don't care enough.
