- $6,800 to put up a former fashion executive at a luxury San Francisco hotel for four weeks.

- Antoine Phillips, who previously worked as a vice president for Gucci, according to his LinkedIn profile, stayed at the InterContinental San Francisco on the city’s dime for four weeks last year and two weeks in 2023, for a total of nearly $12,000, auditors found.

- On top of his hotel stays, the department paid Phillips nearly $12,000 for travel, lodging and other expenses, including $9,999 for “consultation and strategic planning meetings,” which the audit notes was $1 less than the $10,000 limit at the time. He and two other unidentified individuals were also provided town car service for two days that cost nearly $3,500, the audit said.

- $8,000 payment for a small nonprofit organization to host a weekend retreat, which included massage services

- $75,000 on what auditors deemed Sheryl Davis' personal endeavors, including a podcast she hosted.

- Davis received a $5,500 gift portrait of herself

- Davis had directed a nonprofit to “split” a payment of more than $10,000 to book a rental on Martha’s Vineyard into multiple invoices. City employees were not allowed to split payments to circumvent a then-$10,000 limit on such expenditures.
