Israel is unlikely to annex the whole of the West Bank. There are a lot of parts that they plain don't want. So that statement doesn't mean very much.
But there are a lot of parts that they do want. They've been developing settlements on them. That is, by itself, a massive sticking point in diplomacy. They've already practically annexed them. It would be very significant if the US took a serious position against actually annexing them -- it implies that the US should be pushing hard on the virtual annexation as well.
So that would be significant, if it was actually said, and meant. But with this administration, it's not worth the paper it's written on -- and it's not written on paper. He may have said it (I gather that Macron isn't likely to have lied about that), but that means nothing at all.
