That is exactly what OP is saying isn't it?

The inscription is "Equal Justice Under Law", so legalistically it won't apply to those the government puts above it.

When all this is done and corrected (in the next generation, perhaps?) SCOTUS should perhaps inscribe "None Above the Law" next to or above "Equal Justice Under Law".
