Does this mean that the Executive is liable for not freezing aid to nations engaged in genocide, if they have power to freeze foreign aid?

How did they obstruct the Leahy Law investigation that should have prevented further funding for genocide?

Since the US is concentrating power and decision making at the topmost levels, mostly in Trump himself, does the responsibility also get concentrated in Trump himself? That is, what happens when something goes very wrong on a large scale? Who's accountable? This is important because as we all believe, and history shows us, power without accountability goes very wrong.
