I’m not sure who this company is. But the statement could apply to any established industry. But especially ones with lots of regulations or government contracts. They tend to be much more captured. And to disrupt them you need your own establishment power - like how Palantir or Anduril are working. But what results isn’t a new competitive landscape. Just a different set of established powers.
