Dystopian and scary, and I hope versions of this don’t come to democracies - it’s already creeping in. To me this new policy looks like the CCP going further upstream to prevent thoughts that could eventually lead to criticism of leadership or the party. Or maybe a desperate attempt to suppress growing economic discontent in anticipation of things getting worse:
