Before we get the pitchforks, I don't think this behavior is very uncommon. Biden banned words like "illegal immigration", "assimilation", and even "women" in different departments/contexts.

While I think it's intellectually frustrating, as far as I can remember administrations often do this sort of thing to guide the administration tone as a whole. Obviously while Biden banned the use of the term woman in some contexts, he didn't kick women out of the country or ban them from holding jobs. In a similar light, these are "words to avoid" to assert a certain tone, and in fairness they are words which have unfortunately been forced into the political sphere.
