there are few (maybe none?) examples of society's where there are absolutely no speech taboos. Policing what can be said seems to be a universal condition of the maintenance of social cohesion. How societies differ is the topic of the taboo, and the mechanisms of enforcement. The tension we are currently seeing in the US is about what topics should stay or be moved into taboo, and what penalties should be levelled at the transgressors.
