Unfortunately for the wealthy, they basically have all the money. So if governments want or need more, there’s few alternatives. It’s not that it’s fair or not, but taxing people without money accomplishes little

I guess governments can try mandating that companies must provide and adequately fund defined benefit pension schemes that endure independently of the company’s life. But that favours workers, and I guess we can’t have that.

Don't tax income at all, but tax wealth progressively.

That way it doesn't make sense to hoard all the money. Spending the money keeps it in circulation.
