I remember HN was discussing GPS interference in Europe that was traced back to Russia (or at least originating from their territory). That should have been considered an act of war. But in general NATO has been soft on asymmetric warfare. Look at all the acts of intellectual property theft or cyberattacks from China on the US. There was barely any news coverage, let alone response from American leaders. Each small incursion that pushes further just ends up being normalized.
