I've been to a couple of conferences this year in Europe that covered AI. (Example: State of Open Con 2025) The conversations in the hallway were largely about how to regulate AI, not how to make it viable for local companies to pursue it. The real cost of these regulations falls on smaller companies, which don't have the resources to jump through all the hoops.
On reflection it is not surprising that SEZs have not been tried. They would be too embarassing to Europe's political class.
