This is a problem that will face any large-ish country. It's not so impossible to imagine Denmark doing ok without letter delivery. Not so much Canada or the US or Australia. Same as internet - the last (few) miles into the nowhere regions isn't economically feasible. If the government won't do it, it's going to suck.

Canada Post is owned by the government of Canada, and is heavily unionized.

France’s problems are spreading to Canada?

Is this inevitable for any similarly structured entity?

> France’s problems are spreading to Canada?

Yes, for the past few hundred years :) [0]. But more seriously, strikes are much more common in Canada than in the US (and it's been this way for as long as I can remember).

> Is this inevitable for any similarly structured entity?

Not really. This is a pretty common structure in Canada [1], and only a few of the organizations in that list are known for striking. It's very province-dependent though—Quebec is stereotypically associated with frequent striking, while it's fairly rare in Alberta.
