Is this proposing a voluntary process or something new that would be required by law to resolve conflicts on how to interpret law. The US badly needs faster resolution of legal questions. SCOTUS is far too slow and they take too few cases.

For example, states like California and Oregon and Washington abusively and repeatedly violate the second amendment through their legislation, and the process of fighting these unjust laws takes years and lots of money. Meanwhile everyone’s constitutional rights are violated.
