The problem with that is, weapons programs take a year or several to ramp up. If you don't build weapons until they're needed, then on the day the war starts, you have no weapons. That's not going to go well.

You can have local (county and state) militias. They can have a variety of weapon systems and you can ramp up production of new ones if needed. The US has only been attacked externally once (Pearl Harbor) and never really invaded in modern times anyways.
