The article explains how the EU intends to kindly send money abroad through "development aid programmes" but not how anything actually helps the EU and its economy.

That does not answer the question, or perhaps it does when it's hard to write "it does not".

More waste of money on public sector jobs and useless overseas spending instead of putting its house in order.

This is partly what drives the public backlash against the "green agenda"... the economy and public finances are squeezed then the people see money spent on this abroad in a way that will not help them or, in fact, the green transition in the EU at all.
