Having all the agencies under your control blame your political opponents in order to keep their jobs would seem to be a gross violation of the Hatch Act. Yet every agency is being told to take part in this political speech. It’s also contrary to Trump’s own previous statements in 2011 and 2013 about who should be blamed for government shutdowns.
When you are repeatedly shown that there's no consequence for illegal behavior by an administration, why not do it?

Trump tends to get a pass, but he has no problem letting underlings go to prison for him. Perhaps pressing charges against enough of them would do something. The problem is the Office of the Special Counsel would investigate and bring it to court only if there’s a complaint and although that’s one of those “independent" federal agencies Trump hates it's being run by a Trump political appointee. Impeachment of his appointees could work, but Congress won’t do anything right now either. Hell, they’re not even in session. Maybe after, if there is an after, some prices can be paid that will discourage future violations.

Nobody worth taking seriously takes this administration seriously and everyone else cares more about feeling lectured when you point this stuff out than they care about how well the government functions. I don't know where we go from here.
