I don't think it's like this. If a country is bullied by the US, it's not because it's also bullied by China that it will suddenly become an ally to the US... One can just be bullied by both.

Yes, that sounds more like it. It's not exactly clear what it means to be a US ally in a world where the US repeatedly threatens to invade allies.
