I sometimes get results for yarnpkg.cn when googling Yarn issues. What is that site? And it has a link to some .gov.cn website in the footer by the way
I never saw other localized yarn websites like this

1.. There is mirror in China for most service. The rawgit gitcdn npm yarn maven all that. Because the network and GFW is performance really bad and oversold international lines. So they will mirror it locally or it's unusable
2. All .cn site has to link to gov cn in bottom. It does not mean they are related to government or affiliated with government. To publish website in China you require this https://en.wikipedia.org/wiki/ICP_license - a permit issued by the Chinese Ministry of Industry and Information Technology (MIIT) to permit China-based websites to operate in China. The ICP license numbers for Chinese websites can often be found on the bottom of the front webpage. All websites with their own domain name that operate inside China are required to obtain a license (whether hosted on a server in mainland China or provided into China via a CDN), and China-based Internet service providers are required to block the site if a license is not acquired
