"Disaster Capitalism" comes to mind. They're trying hard to create as much chaos as possible to create as many disasters as possible so that they can establish mega corporations to take over from the government, and go full Oligarchic Control, bye bye USA as a nation state.

Why did it take until 2000 to make this department? Is it redundant or broken off from another group?
It also seems like the article is mostly talking about administration of contractors.
