Page count… reminds me of when I accidentally found the Italian regulations for cheese while on a trip, an official-looking book the size of a dictionary. I started reading. There was a neat preamble first, then a section for each kind of cheese with a lot of repetition. I quit after about three of those and went to get dinner.
They could have saved very much paper if they'd eliminated all the repetition. I can see why they chose that format though: As far as I could tell, the section on each particular cheese contained everything a cheese maker in that region needed to read. The format has the highest possible number of pages as counted by Ron Friedhaber, but a small number of pages that each practitioner needs to read.
