I suppose the administration fears that universities endowments and such represent their ability to put up a fight, so effectively de-funding them bit bit bet would make them more compliant.

Yeah, everything about what the feds are trying to get the universities to agree to is a clear and obvious trap.

It matches the deals Trump cut with some law firms. They made the deal ... then made added demands.
