Err, I think cities call such forces “police forces”. Such forces are quite capable of handling or causing all sorts of mayhem (look up the 60’s and 70’s). I’m not sure a bunch of “weekend warriors” will be able to do much on their own, given their training levels, unless they’re already police in their day jobs.

Why not stand up military police units that would be trained and full time? You could give them cool black uniforms…

This is already a thing. I used to eat breakfast with them during their training routines. They were all active duty military Army but they were wearing police uniforms from all around the state with high rank and high tenure on their sleeves. They are all trained in law enforcement.

What civil unrest and riots are they responding to? The No Kings protests were enormous, either the biggest or second biggest in US history, and had essentially zero violence. This doesn't seem like a big problem.

Policing, which includes public order response is its own profession. They do not train for this because these are supposed to be separate functions.
