Forecasting terrorism and preventing terrorism are two completely different things.

Thinking it justifiable, thinking it inevitable, and thinking it effective are three completely different things.

Do not ask the questions that are easy to ask; ask the questions that are hard to ask. Then within that, do not ask the questions whose answers are hard to find; ask the questions whose answers are hard to hear.
