It was a direct call for violent action. A long rambling one, but all the same.

I know the "fire in a crowded theatre" thing is misunderstood but "Those people in that corner over there are about to set fire to this theatre and kill you and your family if we don't fight, fight, fight to stop them" is a direct call for violence even if spread over an hour long ramble.
