Teheran has all these problems all because of the clerics. The city is insanely polluted. The waters are polluted, the air polluted, the vehicles aged and polluting, the works. For those not in the know, the clerics personally control all businesses through trusts called bonyads, which overexploit water sources for agricultural use (saffron exports, horticulture, farming, etc.) and manufacturing and industry.
