Mistake is having individual organizations responsible for personal data at all.

An Internic like non profit org or other root certificate type org chain does real world auth using the most edge secure means available. This org issues to private accounts infinite “tokens”, any of which may be used as a hash auth for any level of identification. I) anon yet verified [game platform or gambling site]; II) stable ident (custom config) and verified [tier 1 social media]; III) real ident [passport verified, hotels, travel; IV) premium service credit line validation.

Or something. The individual would be responsible for issuing and revoking the right tokens in relation to public “authorized” services.

Remove the capacity to screw it all up from the middlemen.
