What he talks about is result of poverty, not race. Same thing happens in situations where everyone is white but poor, or white but rich outside America, or any other race. In the upper middle educational differences disappear and everyone graduates.
The title is example of maxed out concept creep. Gradually everything related to prejudge becomes and racism can't be used to differentiate between hateful, malice, or ideology based racism. Then you must invent "soft" racism because racism is too vague. Weak prejudges are normal against friends, neighbors, professions, countries, races, wealth, educational levels. Using the same word for them as hateful prejudges to describe them makes people spin.

Yes, I have witnessed this in majority white areas. The poor areas have much worse schools than the wealthy ones.
A lot of the children from these areas lack self-confidence and when they do have it, it can be misdirected.
