When your city planners, captured by local homeowners, dictate that the total aggregate square feet of floorspace that may exist within city limits is fixed, and can rarely ever increase, this is exactly the sort of thing you should expect to happen.

It’s musical chairs, but for square feet of floor space. Just like in musical chairs one strategy is for multiple people to try and squeeze onto one chair. Just like in musical chairs when people feel compelled to do this you can either decide that the chair or the person who owns the chair is the problem or you could just add more chairs.
