Some instances blocked others and since lemmy is activitypub-based it's easy to do so. OP linked also a reddit thread where users mentions that one of the biggest lemmy instances is being ran by devs who don't hide their pro-russian attitudes.
There was a huge traction shortly after reddit decided to put api access behind payment but it quickly fizzled out - probably the concept of instances for majority of users just like in mastodon case, is too hard to understand.
