Assuming you actually join a company, a small slice of your work is supposed to be used to cover costs for the recruiting department and by extension the recruiter to do exactly this in arrears. Are we now to pay them twice? Before hired and after hired? Or shall we be getting higher salaries and letting them fend for themselves? I can see both models working so it's a genuine question.

I would pay for a guaranteed technical interview. You still have to pass the interview, so it would make sure people are more careful about where they apply.

Unfortunately, if this became standard, interview scams would skyrocket. It would become very difficult to tell if you're giving your money to an entity who wants to hire vs a scammer who wants to collect the "entry fee" from as many people as possible.
