I highly doubt anyone turned around anything. Much more likely that Google execs finally accepted that search cannibalisation was going to happen with or without them, and ordered the peons to unlock the technology beast deep in the bowels of the company. At this point they're doing just enough to maintain dominance while avoiding antitrust.
