I had a dog like that in my 30's.

I couldn't take that dog anywhere without him worrying everyone.

The female dogs, prefer not to use the B word in case I offend, well, they had their tails clenched between their rear legs, with a worried dog look on their little faces.

The sniffing was the worst, Jamming his nose into everyone's crutch, male and female, dog, human, it didnt matter, like his little dog life depended on it.

I originally named him Bonzo. but after a while I deciced to change his name to a more appropriate moniker, I settled on "bastard". I got the idea from Game of thrones.

The love of my life hated standing at the front door yelling "bastard" to get him to come in. Or, come here "bastard".

Sacks probably thinks that by having the EO, it'll act as leverage with Congress. Time will tell if he's right.
