Interesting to see where the UX leads. The gov.uk design principles are amazing and they respond to feedback. If this exercise makes visible changes of benefit, it would be great for open government.
How about related ideas like a signed ledger over requests and responses to congress through a HSM timestamped transaction log, so that questions and answers cannot be repudiated post fact? Put reps "on the record" (note: this doesn't mean block chain)
