All of the social media giants could do what we know works: require kyc, and operate content checks. Some of them used to do bits of this, they just don't want to. Neither do it, nor pay for it, nor pay the PTSD costs for staff reviewing content.
It's very hard not to think an EU shut-down would be net beneficial.
