A virus with a well tuned processes make the exact number of components and subcomponents to make only perfect viruses, with no wasted parts that then all perfectly assemble into perfect viruses. These have the higher R0. Some are helter skelter = badly tuned = low R0. They say a single measles particle can infect a human, and it has one of the highest R0 numbers. An R0 below one is probably 'sub critical' and will not propagate.
