Throughout history, one check on even authoritarian regimes is that humans humans have to execute their orders. Quite often, the conscience of soldiers has been decisive, even when this only results in their reluctances. It's no coincidence that revolutions such as the French and Russian began with protests by women, who soldiers saw little honor in slaughtering. Even diluting this check is a dangerous idea.
