就在这一天，中国共产党的官方喉舌——国防部与新华社——同时向世界发布了一则所谓的“公告”： 中央政治局委员、中央军委副主席张又侠上将，以及中央军委委员、联合参谋部参谋长刘振立上将，因“涉嫌严重违纪违法”，经中央军委决定，被立案审查调查。
On this day, the official mouthpieces of the Chinese Communist Party—the Ministry of National Defense and Xinhua News Agency—simultaneously issued a so-called “announcement” to the world: Politburo member and Vice Chairman of the Central Military Commission, General Zhang Youxia, and Central Military Commission member and Chief of the Joint Staff Department, General Liu Zhenli, were, on the grounds of “suspected serious violations of discipline and law,” placed under case filing and investigation following a decision by the Central Military Commission.

Zhang Youxia and He Weidong both come from military families. Zhang’s father, Zhang Zongxun, was a founding general; He Weidong was once known early in his career as a “scholar-general within the military.” Yet today they are framed as “anti-Xi faction leaders,” openly smeared, secretly placed under house arrest; their subordinates implicated, their offices raided, and their policy proposals systematically suppressed. This is not “discipline and law”—it is plainly a case of “if you want to accuse someone, you will always find a charge.”

Diplomatically, China is surrounded by enemies—“wolf-warrior diplomacy” has left the country isolated. Economically, state advances and the private sector retreats, pushing private enterprises to the brink. Socially, surveillance is rampant, freedom of speech has vanished; the blood of the White Paper Movement has not yet dried, and the cries of the chained woman still echo…
起义不是叛乱，而是正义的时刻！ Uprising is not rebellion—it is the moment of justice!

The uprising will swiftly take back all instruments of repression, including the National Security Commission, the Central Guard Bureau, the Cyberspace Administration, the Ministry of Public Security, and the People’s Armed Police; dismantle the system of personal worship; restore the nationalization of the military; and rebuild a truly democratic China!

NFSC’s latest intel from reliable sources claims covert arrests, and even assassinations, are underway inside Communist China, including at the Langfang Army Missile Academy, PLA Nanjing Institute of Foreign Languages, and the Fujian Provincial Military District.
At the same time, the CCP is running an overseas “recall” campaign, targeting individuals previously linked to Zhang Youxia and pressuring them to return to China.

Urgent Window for U.S. Leverage: Safeguard Zhang Youxia’s Family and Freeze Assets Abroad to Extract CCP Core Intelligence Before Xi Moves.
Zhang Youxia has about 60 to 70 extended family members living in Europe, more than 20 children born via IVF, and hundreds of billions of dollars in overseas assets.

Yesterday morning, mainland China time, Zhang Youxia, vice chairman of the Central Military Commission, was detained in Beijing, while Liu Zhenli, chief of the PLA Joint Staff Department, was taken into custody in northeastern China.
This extraordinary internal action constitutes one of the most consequential political-military events in decades, because Zhang Youxia is not a normal target within the CCP system.
Why Zhang Youxia matters Zhang Youxia is widely regarded as a top-tier power broker within the People’s Liberation Army and a central pillar sustaining Xi Jinping’s personal control of the armed forces. His authority is not merely institutional. It is deeply personal.
Zhang’s standing is rooted in decades of political trust and mutual loyalty originating in the fathers’ generation of both Zhang and Xi. That bond predates Xi Jinping’s rise to power and has endured through every phase of his consolidation of authority.
Zhang has been the most important, most central, and most irreplaceable ally in Xi Jinping’s pursuit of personal political power. It is no exaggeration to state that within Xi’s internal hierarchy of trust, Zhang ranked second only to Xi himself and Xi’s own brother, even above Xi’s wife Peng Liyuan and his brother in law Peng Lei.
Under the governing logic of Xi’s rule until now, no corruption allegation or personal misconduct would have justified action against Zhang. Even if Zhang had plundered half the country, Xi would not have moved against him, because removing Zhang risked destabilizing the very system that secures Xi’s power.
The true reason NFSC intelligence points to a single decisive explanation for the arrests of Zhang Youxia and Liu Zhenli. Their alignment changed. Put plainly, it involved collusion with the United States, betrayal of Xi Jinping, and defection from the CCP camp.
In authoritarian systems, loyalty, not legality, is the ultimate red line. Once that line is crossed, even the most trusted enforcer becomes an existential threat.
Strategic significance for U.S. audiences The implications are immediate and profound.
First, elite cohesion is collapsing. Action against a high trust military pillar signals fear at the top, not confidence. Second, PLA command reliability is being disrupted. Arrests and purges at the summit produce paralysis, mistrust, and risk avoidance across sensitive operational and security chains. Third, Xi Jinping may be entering a high risk phase of his rule.
When a dictator targets someone this close, it reflects a shift from governance to regime survival behavior, a pattern historically associated with intensified repression at home and unpredictable external signaling.
NFSC final assessment The founder of NFSC, Mr. Miles Guo, believes that the CCP regime is currently at its weakest, most fearful, and most out of control point since its founding. Core factions within the PLA are consumed by mutual suspicion, senior leadership is engaged in internal purges, and the system itself is showing signs of comprehensive structural breakdown.
We assess that this moment is a rare strategic window for the United States to apply decisive pressure on the CCP and accelerate the regime’s historic reckoning.
