I think this actually decreases the probability such a thing exists: well into his first term, Trump appeared to believe that people could not see stealth aircraft.

This article does talk about ADS, "Advanced Denial System", which sounds a good deal like a long range microwave oven, and it quotes someone that Trump wa conflating several weapons systems.

Articles like this raise questions of reporter's and mass media credulity. It looks like journalism's doctrines of objectivity and avoiding liberal bias lead them to publish quotes from known fabulists, and just not be very skeptical when reporting what members of certain political faction say.
