He needs to prove it, because this statement appears ludicrous on its face.

Even assuming his statement is true, if I'm spied on but the collected data remains locked in a database somewhere, I've still been spied on and that data is still being put to use (it has to be searched against in order to tell if the Palantir customer is "allowed" to access it). Access controls are important, but don't make the whole thing acceptable.
