If you invest in them. If your bank invests your money in them I dont see how your bank can call the product capital stable or meet the resilience tests for those funds.
His point surely is that if you are offered an investment vehicle in these products, it's not a regulated bank account or capital stable product. You should be told that, and you should exercise care. I suspect it's mostly non bank entities promoting them.

It's a "deposit like" product, not a deposit.
