The discussion in the article is diffuse, but the answer to the title question is Joshu's "mu", because it is too late to ask it. It is like asking whether the tariffs would, or are meant to, restore American manufacturing. That question could have been asked before the factories, and the energy and transport infrastructures that enabled them, were torn out. Now that they have been, there is no point in even asking the question.
